Warp outside Constellation Tower, Talk to Oscar (e_tower 72, 116)

Select 'Create Constellation Tower' to reserve the Instance

2 Talk to Oscar again to enter the Instance
3 Clear the monsters in every floor until you reach 25th Floor Boss or 50th Floor Boss
